· Previously, Starknet intended to use STRK as a fee payment token
On October 31, Starknet announced the launch of the Early Community Member Program (ECMP), which is dedicated to recognizing community contributors who have contributed to Starknet to date, and plans to distribute 50 million STRK tokens to those who contributed in the early days of the network, including rewards for individual contributors who encourage technical discussions, organize Starknet-related events, and regularly publish Starknet-branded content. It is reported that individuals and projects will need to apply for grants and provide details of their contributions. The application window will be open until 8:00 on November 23, 2023, and the final decision will be made on December 29.
Starknet has minted 10 billion STRK tokens, but they are still locked. These tokens will be unlocked on April 15, 2024, with most of the tokens allocated to the Starknet Foundation, 32.9% to core contributors, and 17% to investors. The ECMP plan launched this time is part of the token plan allocated to the foundation.

In the official introduction of Starknet, it is pointed out that in the first phase of ECMP, the plan will allocate tokens to the following categories of people: individuals who have made significant contributions to community technical discussions, individual contributors listed by key projects in the ecosystem, individuals who organize events around the world (meetups, conferences, seminars), and individuals who regularly publish Starknet brand content.
The review criteria of the plan include 4 key indicators, namely impact, importance, effort, and originality.
Impact refers to the extent to which a contributor's work spreads throughout the community. It may include the number of people who use or rely on their code, engage with their content, or follow their thought leadership, etc.
Importance refers to assessing the importance of a contributor's work within the community or a specific project. This may mean focusing on the importance of a person's work to the success of a project, or their influence in shaping the direction and development of an ecosystem;
Effort metrics assess the time and effort a contributor puts into their contribution. This may include not only coding, but also community support, mentoring, and working with others to share knowledge;
Originality refers to looking at how unique or innovative a contributor's work is. This can include creating new algorithms, methods, or tools that have never been seen before, or solving existing problems in novel ways.
Projects that participate in the application will receive a private message to submit a private application, in which they need to write their own telegram ID and email, and all contributors to the project will receive the same number of tokens after passing the review (if they are not evaluated individually); individuals who participate in the application can submit their application through the same link.
In addition, projects that qualify for the Early Adopters Grant (EAG) are automatically eligible for ECMP, and these people do not need to apply again. After the first phase is completed, the committee will review it and may process a second batch with additional criteria. It is worth noting that the ECMP project is not open to US users, and the Foundation reserves the right to lock any tokens delivered to eligible recipients.
Recently, Starknet-related events have been more frequent, and some comments have pointed out that Starknet may have further big moves.
Previously, on October 24, BlockBeatshad reported that Starknet community leader Ohad Barta published a new proposal on the official governance forum, proposing to pay fees in STRK for the newly introduced V3 transactions (that is, the account must have a STRK balance). The old version of the transaction is still supported and continues to use ETH to pay fees. The intention of the proposal is to use Starknet's native token STRK as a fee payment token on Starknet as one of its main uses.
On the same day, the LambdaClass team, which had helped Starknet complete the development of V12 and cairoVM, announced a new strategic cooperation agreement with Starknet's competitor zkSync.

Although LambdaClass only officially announced its partnership with zkSync today, as early as August 3, LambdaClass published an article titled "The Future of LambdaClass and the Starknet Foundation" article, indicating that it had terminated its partnership with Starknet.
The launch of Starknet's ECMP plan may become the focus of a new round of wool parties, but Starknet did not define this token distribution as an airdrop, which may indicate that Starknet hopes that the encouragement given to real contributors can be effectively implemented.
