Boca has just entered its third phase and the fourth is due to start later today. Here's what's going on...

Unlike any other blockchain to date, Polkadot's rollout is a multi-stage process that takes place over several weeks, with new features added bit by bit before the initial "production release". I use quotes here because Polkadot is not a single blockchain, either spatially or temporally. Polkadot is a shapeless multi-strand that absorbs new technologies and features over time without scruple, much like a website that evolves and iterates over time as you visit it day after day.

In case you missed the last episode

Polkadot comes to life as a tightly controlled "POA" (certificate of access, i.e. with Web3 Foundation access) and a network with many critical operations that need to be licensed by the foundation, unlike the blockchain of an enterprise. Over time, we relaxed the PoA and allowed community validators to maintain the nodes that run the network. To date (this is the second phase of our release process), 197 validators from the Polkadot community are running the Polkadot network with over half of the circulating DOT support.

We added the suffix "Chain Candidate 1" to the name of the original Polkadot Chain because as long as it was a permissibly required network, we could restart the Chain as a last resort (through sudo superauthority) in the event of any unsolvable failure. The ability to stop and keep the first chain and restart is two sets of powerful "training wheels".

It's finally time to dismantle the training wheels. This afternoon (Zug) elects a complete board, Polkadot CC1 has been upgraded to include a complete governance functions (https://github.com/paritytech/polkadot/releases/tag/v0.8.16), and then enter the third stage in the process of online.

As we have already said, we neither want nor expect a third stage. In fact, we expect phase four to be completed in the next 24 hours, perhaps tonight. Unlike all previous upgrades along the chain, the Sudo license module will no longer be used for upgrades, but will be used as a special exception, using the full governance mechanism for the first time.

There are two main reasons for this: First, we want to test the governance mechanisms end-to-end (based on our sanity) to ensure that they actually work as expected. Second, it is "poetic" to use stakeholder governance to remove autocratic Sudo licensing modules.

All three governance elements (council, referendum, technical committee) will be involved in this upgrade and we hope to complete this process by tomorrow noon at the latest. If the upgrade goes smoothly, Polkadot will no longer be a licensed network, it will begin a new life as a licentless network managed by its collective stakeholders.
