According to BlockBeats news on October 21st, on-chain data shows that an Ethereum ICO participation address starting with 0x6403, which had been dormant for over 8 years (3004 days and 14 hours), transferred approximately 500 ETH to four different addresses 30 minutes ago, and subsequently transferred all 2000 ETH obtained from the ICO.
