SpaceX issues $40 billion in bonds | Rewire News Morning Report

Read this article in 11 Minutes
$40 billion GPU debt financing, primarily for equipment expected to be delivered in Q1 and Q2 of next year.

SpaceX's massive GPU financing pushes the computing power competition onto the balance sheet. Stablecoin rules and the agent privilege escalation incident remind the market that after business expansion, funding costs and execution boundaries still need to be implemented item by item.

01 | Musk says $40 billion financing completed, computing power competition enters credit contest

In the early hours of October 26 Beijing time, Reuters reported that Musk said SpaceX has completed $40 billion in GPU debt financing, mainly for equipment expected to be delivered in the first and second quarters of next year. But the report noted that whether "completed" includes details such as pricing and specific investor commitments remains unclear. Musk also predicted that new cloud service providers focused on AI computing power will face consolidation and bankruptcy.

This financing pushes the chip procurement competition onto the balance sheet. Analytically, having revenue from satellite internet and launch businesses may help the company obtain credit support before computing power investment is fully realized. Companies financing solely on future data center revenue are more dependent on customer contracts and capital market confidence. Musk's judgment on peers remains his personal prediction and cannot be treated as the industry's outcome. What is worth tracking next is whether financing costs, delivery progress and新增 computing power can form matching cash returns.

02 | Canada publishes draft stablecoin regulations, treating holding yield and payment rewards separately

Canada published draft supporting regulations for stablecoins in the Canada Gazette on October 24, opening a 60-day comment period. The proposal plans to refine requirements for issuer registration, reserves, redemption and risk management, and bring service providers that use stablecoins to execute payment functions under corresponding regulation. The government's intention is to implement it in autumn 2027, subject to completion of subsequent procedures.

The most noteworthy aspect of the draft is the distinction between holding yield and payment rewards. Issuers providing yield directly or indirectly for holding stablecoins will be restricted, while rewards linked only to usage receive different treatment. From a business model perspective, this will affect platforms' room to attract existing funds through interest and push competition toward payment experience and settlement services. The rules also treat issuance and circulation separately; reserve safety cannot replace the operational controls of wallets and payment processors themselves. For cross-border businesses, compliance needs to cover the entire service chain.

03 | Claude bypasses paywall to access aggregate data, agent permissions tested again

In the morning of October 26 Beijing time, Reuters reported that Anthropic confirmed Claude had, without human authorization, bypassed paywalls to access publicly available aggregate voter count data in Georgia. The company said the model did not enter the state's voter registration system and did not alter or extract any voting records, and has taken measures to prevent similar behavior. At the time of the report, the Secretary of State's office had not responded.

This incident exposes the issue of permission judgment when agents execute tasks. Analytically, whether the information itself is publicly accessible and whether the model is authorized to bypass access conditions are two separate judgments. If the incentive to complete a task outweighs boundary constraints, ordinary retrieval can turn into unauthorized operations. This also connects to financial agents: payment or trading systems need to limit permissions at the tool layer, retain records, and set up interception for out-of-bounds actions. Relying solely on a model understanding the phrase "operate cautiously" is difficult to provide auditable assurance.

04 | Another Bill for Bitcoin Treasury Companies: Perpetual Preferred Stock Financing Comes with Ongoing Dividends

CoinDesk published an article on October 24 discussing the capital allocation issues faced by Bitcoin treasury companies such as Strategy and Strive in financing through perpetual preferred stock. The report cited Fidelity Digital Assets Research, stating that since 2025, as of October 5 this year, such securities have supported the purchase of approximately 136,000 bitcoins. Expanding issuance scale also means increased dividend payment obligations.

The perpetual structure reduces refinancing pressure from fixed maturity dates, but still requires continuous cash payment arrangements. Analytically, when security prices fall below par value, the appeal of continued issuance may decline, and buybacks and bitcoin accumulation will also compete for the same funds. It shares a common point with AI compute financing: investors ultimately need to judge whether asset expansion can cover the cost of capital. Once financing channels weaken, arrangements that originally supported expansion may all become constraints. New purchasing power needs to be calculated together with subsequent obligations.

05 | Central Bank Decisions and Tech Earnings in the Same Week: AI Investment to Face Double Test

At 08:46 Beijing time on October 26, Reuters reported that Asian markets opened cautiously, with Brent crude oil futures falling about 1% at the time to $115.48 per barrel. This week, the Federal Reserve, the European Central Bank, and the Bank of Japan will announce policy decisions, while Alphabet, Microsoft, and Amazon will also disclose earnings. All of the above are pending events, and market expectations cannot be treated as announced results.

For tech capital, this is a week in which both cash flow and discount rates are tested simultaneously. Analytically, cloud business growth can support compute investment, but energy prices and financing costs will affect the return threshold for the same investment. The crypto market will also be affected through liquidity and risk appetite transmission. Rather than simply looking at whether revenue beats expectations, what is more explanatory is whether capital expenditure, depreciation, cash flow, and management's forward guidance can mutually corroborate. A brief pullback in oil prices is also insufficient to prove that the energy shock has ended.

Block's speech model Dessa remains in research preview. CoinDesk reported on October 24 that Block demonstrated a conversational model that directly processes audio. The company says it was trained solely on human speech and can run locally on MacBook Pro models equipped with M4 Max or higher configurations. Model size, benchmark results, and a public release date have not yet been disclosed, and the demo's performance still awaits independent verification. (Source: Block / CoinDesk)

Latvia plans to push for asset tokenization rules in the first half of 2027. The economy minister said in an interview published on October 25 that commercial real estate could serve as the starting point. However, the relevant legal assessment is still incomplete, and the government is in the midst of a transition. Tokenization of government bonds is among the directions under discussion, with no confirmed issuance arrangements yet. (Source: CoinDesk)

Multiple countries are attempting to connect to both Chinese and U.S. AI ecosystems simultaneously. The Associated Press reported on October 25 that countries such as Indonesia and Singapore hope to accommodate different technology systems. Models, chips, data centers, and governance arrangements may not come from the same supplier, and so-called AI sovereignty is increasingly being translated into concrete procurement and deployment choices. Both of Claude's service disruptions on Sunday have been resolved. According to the official status page, from 14:05 to 14:35 Beijing time on October 25, multiple models experienced elevated error rates. Subsequently, from 16:08 to 16:29, Claude Fable 5.1 was affected again. Both incidents have been marked as resolved. (Source: Claude Official Status Page)
