The Weaponization of AI is Outpacing Industry Mobilization

116 Companies Call for AI Network Defense, Same Day Russian Hackers Use AI Programming Tool to Invade Seven Companies. Chip Tariffs May Expand to Laptops and Servers, January Exemptions Not Renewed.

1|116 Companies Call for AI Network Defense, Same Day Russian Hackers Use AI to Invade Seven Companies

On Wednesday, OpenAI, Anthropic, Google, Microsoft, and 116 other companies and organizations issued a joint letter calling for "decisive action" to enhance network security in the AI era. The signatories included industry giants such as CrowdStrike, Broadcom, General Motors, IBM, Mastercard, Visa, and others. The letter warned that AI-driven attacks are expected to become more prevalent in the coming months, stating that "our window of opportunity is closing" and urging governments to coordinate funding for network defense of critical infrastructure such as hospitals and water treatment plants.

On the same day, Reuters exclusively reported on a Russian ransom group named Aur0ra. They tricked the AI programming tool Cursor's agent into believing the attack was a "simulated test," leading the agent to execute hundreds of malicious operations, breaching seven companies from Belgian chemical company Christeyns to German manufacturer Teckentrup, with activities spanning from April to May.

The "closing window" of defense the alliance called for is not a prediction but a reality that has already occurred. The pace at which AI tools are being weaponized has outstripped the industry's mobilization speed.

2|Trump Considers Expanding Chip Tariffs to Laptops and Servers, January Exemptions May Not Be Renewed

Politico first reported that the Trump administration is considering a second round of semiconductor tariffs, expanding the scope from chips to end products such as laptops, gaming consoles, and data center servers. The January 25% chip tariff exemptions for data center, research, and consumer devices may no longer be extended.

Commerce Secretary Lutnick's favored proposal involves setting import quota exemptions based on the company's pledged U.S. domestic production capacity ratio. Industry insiders quoted by Ars Technica called this the "dumbest way possible," warning that the tariffs would directly impede data center expansions and AI computing capacity deployment.

This represents the second layer of intent behind the tariffs. While on the surface it aims to protect domestic manufacturing, in reality, it turns tariffs into a tool for negotiating production capacity: move your production line to the U.S. if you want exemptions. On the same day, Democratic lawmakers proposed legislation in response to renaming Ontario Lake to "American Lake" by executive order, with Fortune reporting even Republican border states hoping for an end to the U.S.-Canada trade war. The White House is simultaneously exerting pressure on the semiconductor supply chain and allied relationships, expanding the boundaries of the trade war.

3|Anthropic Releases MHS to Enable AI Agents to Control Physical Devices, Simultaneously Advances IPO Capital Structure

Anthropic unveiled a research preview of the Model Hardware Standard (MHS) on Wednesday, which is a set of shared guidelines for AI agents to securely control physical devices. Developed in collaboration with HHMI Janelia Research Campus, the initial partners include Genentech, Carnegie Mellon University, and quantum computing company QuEra.

The real-world impact is evident. QuEra used MHS to allow Claude to optimize the laser locking system of a quantum computer, increasing success rate from 58% to 99.3% and reducing recovery time from 5-10 minutes to 6 seconds. Carnegie Mellon's team saw a 3x speedup in their serial dilution experiment, with device integration time reduced from several weeks to 8 hours. A key design of MHS is model-agnosticism, not tied to Claude, allowing any large model to be onboarded. Eight hardware vendors including AWS, Danaher, and Universal Robots have announced support for integration, with Anthropic planning to eventually open-source the standard.

On the same day, The Information reported that Anthropic is considering allowing shareholders to sell their shares in the IPO, departing from SpaceX's model of prohibiting employees from cashing out pre-IPO. The entry of AI agents into the physical world and AI companies into the public market are progressing in parallel. (Continued from yesterday's report)

4|Eagle Owls Make Intense Calls on the Eve of Jackson Hole, Warsh to Deliver First Keynote Address Since Taking Office on Friday

The Jackson Hole Symposium's official agenda kicks off on Friday, with a focus on Fed Chair Warsh's first public keynote address since taking office. Warsh, who succeeded Powell in May this year, presents an opportunity for the market to gain insights into the new chair's policy framework.

The hawks have already sent signals. Cleveland Fed President Hammack stated, "Now is the time for action," while Kansas City Fed President Schmid described inflation as "stubborn and sticky." Both were among the three dissenting hawks at the July FOMC meeting. The meeting resulted in a 9-3 vote to hold rates steady, with Hammack, Kashkari, and Logan advocating for a rate hike, marking the most divided hawkish dissent within the Fed since September 2016.

Inflation has continued to rise since the US-Iran conflict, driven by energy prices, with Core PCE Price Index up 3.3% year-on-year last month. The market is pricing in significant uncertainty ahead of the September 16th FOMC meeting. If Warsh hints at a leaning towards the rate-hike camp in his speech, the interest rate path will be repriced.
