Arbitrum DAO Governance Participation Guide

After receiving the airdrop, how to participate in Arbitrum DAO governance?
原文标题:《 Arbitrum DAO 治理参与指南》
原文作者: 白泽研究院

As Arbitrum's first proposal for improvements has been published on community forums, Arbitrum  The governance process of DAO is gradually improved. This article will provide an overview of the governance of Arbitrum, the Arbitrum DAO, and the process of initiating proposals and voting.

Before we get started, some related concepts:

AIP: Arbitrum improvement proposal

AIP-1  (Arbitrum Improved Proposal 1 ) : Arbitrum proposal framework

Chains managed by the Arbitrum DAO: Arbitrum One and Arbitrum Nova chains and any other chains authorized by the Arbitrum DAO

DAO Treasury:   42.78% of $ARBs are kept in smart contracts managed directly by the Arbitrum DAO and the Arbitrum Foundation through an on-chain voting mechanism.

Governance Chain: Arbitrum DAO approved chain, managed by $ARB token

Non-governance chain   : Any Arbitrum DAO approved chain that is not governed by $ARB tokens

What is Arbitrum DAO?

Arbitrum chains like Arbitrum One have a concept of "chain owner". The "chain owner" is the chain administrator responsible for making changes to the system. More specifically, the "chain owner" can modify core system parameters, suspend trading, and, most importantly, update any contracts that define and enforce the core protocol.

Obviously, the ability to arbitrarily change the parameters of the Arbitrum chain makes the "chain owner" very powerful. Therefore, it is necessary for Arbitrum to make the role more decentralized.

Arbitrum distributes ownership to all parties in the Arbitrum ecosystem, including development teams, investors, agreements, and users, through an airdrop of the governance token $ARB. All those holding $ARB form the Arbitrum DAO, which is used to manage all chains of Arbitrum and their corresponding chain owners ".

The Arbitrum DAO will be able to initiate the Arbitrum Improvement Proposal (AIP), which members can vote on, and if it passes, the "chain manager" will make it a reality.

The Arbitrum DAO consists of three parts:

Arbitrum DAO Governance contracts are implemented on the chain and DAO members can vote on AIPs using $ARB.

The Arbitrum DAO has a built-in funding contract, or "Treasury", for the ongoing development and maintenance of the agreement. DAO members can make recommendations and vote on how to spend Treasury funds.

The Arbitrum DAO also has a built-in security mechanism, the "Safety Board". The Safety Board is an entity responsible for ensuring the security and integrity of the DAO and Arbitrum chains, which can bypass the slow voting process to take quick action in an emergency. Members of the Safety Board are elected by the DAO in semi-annual elections.

The values behind Arbitrum DAO:

• Alignment with Ethereum: Arbitrum sees itself as a participant and builder in the Ethereum community;

• Sustainability: Ensuring that the agreement is sustainable, always driving decisions about technology, economics and resource allocation rather than short-term gains;

• Security: When considering any protocol changes, the security of the system should be weighed heavily;

• Inclusive: Communities should be open and welcoming to all;

• User-centric: for the common good of all users;

• Neutrality and openness: Voting governance is not intended to "determine winners and losers" but to promote openness, innovation, interoperability, user choice and healthy competition across the Arbitrum chain.

In Arbitrum's governance process, there are mainly 4 participants:

1.$ARB Token Holder: A person capable of proposing, voting, and implementing a chain approved by the Arbitrum DAO.

2. Director: Since the Arbitrum Foundation is located in the Cayman Islands, it requires at least   1  Named directors are responsible for management and operations (especially in relation to contractual arrangements, such as representing the foundation and signing contracts).

3. Security Council:   9-12 Multiple Signature Wallet of 12 members, able to perform the Arbitrum DAO's voting results as well as emergency actions, responsible for maintaining the Arbitrum chain.

4. Special Grants: Distributed by Arbitrum Foundation.

There are two types of AIPs: constitutional and non-constitutional.

Constitutional AIPs include:

• Modify DAO rules

• Software update: Install or modify software on any chain;

• Core: Take any action that requires a "chain owner";

• New chain approval: A new chain is approved. (Governance chain and non-governance chain)

Non-constitutional AIPs include:

• Funding: Propose how funds will be disbursed or allocated from the DAO Treasury;

• Information: Provide guidance or information to the community.

Arbitrum, like Internet Computer, governs completely on the chain and is binding. Other protocols typically let users vote on Snopshot and then delegate the changes to a multi-signed developer.

However, this approach does not always ensure that all improvements are eventually implemented and is less efficient than centralized implementation.

The AIP proposal and voting process consists of seven steps:

Stage 1 -- Interim Examination (1 week): Make suggestions in a community forum and discuss/debate for 1 week. Proposers can set up a poll on Snopshot to gauge community interest in the proposal.

Stage 2 -- Formal Submission of AIP (3 days):After passing the interim check, proposer submits AIP through the governance contract on Arbitrum. Proposers must have an address that entrusts at least $5 million ARB.

Phase 3 -- DAO votes on AIP (14-16 days): Arbitrum DAO will be able to vote on submitted AIPs directly on the chain.

AIP will pass if the following conditions are met:

• & have spent A "yes" vote is a majority (threshold 1 ) ;

• & have spent For constitutional AIPs, at least 5% of the $ARBs would need to vote "yes"; For non-constitutional AIPs, at least 3%. .

If the API passes, you proceed to stages 4-7; Instead, AIP will move to phase 4 and then phase 7.

Stage 4 -- L2 waiting period (3 days): After Stage 3, there is a 3-day waiting period during which unsuccessful AIPs can withdraw funds;

Phase 5 -- Start and complete L2L1 messages (at least 7 days): Sends L2-to-L1 message on Ethereum to indicate that AIP has passed.

Stage 6 -- Waiting Period (3 days): Ensure that voting users have time to withdraw money before the AIP takes effect.

Phase 7 -- Implement and implement the AIP

On average, the process for constitutional AIPs takes about 37 days from interim inspection to final execution, while non-constitutional AIPs typically take 27 days.

No time to participate. How do I vote by proxy?

If you don't have the time or resources to get involved in the governance of the DAO, you can express your opinion by delegating your voting rights to someone else. It is important to choose someone who shares your values and whom you trust.

To delegate voting rights, you need an Ethereum wallet that holds $ARB. Once you have your wallet set up, you can follow these steps:

1. Go to the Arbitrum DAO page on Tally, which is the decentralized governance tool used by Arbitrum DAO.

2. Click "Connect Wallet" to connect your wallet to Tally.

3. Click the "Delegate" button on the top menu.

4. Search for the proxy you want to entrust by typing the Ethereum address or name into the search bar.

5. Click the Agent button next to the agent of your choice.

6. Click the Delegate button in the displayed window to confirm the delegate.

7 Wait for the deal to be confirmed on Arbitrum One's network.

Overall, the Arbitrum DAO is a powerful tool that facilitates decentralized governance and community management within the Arbitrum ecosystem. By holding $ARB tokens and participating in the governance process, individuals can have a direct impact on the future of Arbitrum and even Ethereum.

With the landing of $ARB airdrop, Arbitrum's governance right will be formally transferred to Arbitrum DAO's hands, and it will officially step into the era of decentralized governance.
