BlockBeats news, October 8 — According to TASS, the Moscow Exchange plans to offer cryptocurrency trading services under the new regulatory framework starting December 1, and will continue conducting relevant testing work before the service officially launches.
Putin previously signed Federal Law No. 282-FZ "On Digital Currency and Digital Rights" on August 4, 2026. The main provisions of the law took effect on September 1, defining cryptocurrencies as property rather than a means of payment, with domestic payments in Russia still prohibited; buying and selling must be conducted through exchanges, brokers, crypto exchangers, or digital depository institutions licensed by the central bank. Non-qualified investors must first pass a test, and the annual purchase limit through a single intermediary is 300,000 rubles, with tradable instruments in principle limited to BTC, ETH, and USDT; qualified investors are not subject to amount limits. The transition period for licensing requirements lasts until July 1, 2027. The Moscow Exchange has previously stated that, technically, it can settle such transactions in rubles or dollar-like instruments under unified clearing.
