Jiang Zhuoer: The so-called "80% concession" in the CLARITY Act is an exaggeration, and the chances of it passing the vote on September 16 are slim.

BlockBeats news, September 14: Jiang Zhuoer, founder of LEBIT Mining Pool (B.TOP), stated in a post that although the latest text of the Republican Party's "CLARITY Act" claims to have "conceded 80% of the disputed clauses" to the Democratic Party and pushed the probability of the bill's passage on Polymarket from 14% to 28%, he believes the actual extent of concessions may be only about 60%, and that compromises on some key clauses have not substantively resolved the disagreements.


Jiang Zhuoer cited the ethics clause as an example, saying that Democrats had previously demanded that the scope of restrictions cover federal officials, spouses, children, and affiliated entities, while the new text only expands it to "officials + spouses" and does not include children and affiliated entities. Therefore, he believes this concession is of limited significance.


Regarding the enforcement clause, Jiang Zhuoer pointed out that Republicans had previously only agreed that the Department of Justice would be responsible for prosecution, while Democrats demanded that state attorneys general be given enforcement authority. Although the new text allows state attorneys general to file lawsuits, the scope is limited only to exchanges listing non-compliant tokens, and they cannot sue over insufficient enforcement of the ethics clause or against the president himself. He believes that this kind of plan, in which "key clauses are only conceded by half," is unlikely to truly satisfy the Democratic Party's core demands.


Jiang Zhuoer judged that Democrats have no reason to give the Trump administration this "big gift" before the midterm elections, so they are unlikely to accept the current version. He expects that the procedural vote scheduled for 2:15 AM Beijing time on September 16 is unlikely to pass, and warned that if the CLARITY Act vote fails, it could become the trigger for a pullback in this round of BTC's upward trend.
