Hangzhou Offers AI Subsidies to Programmers: Zhipu Coding Annual Card Saves 51%

Beating AI News Flash: Hangzhou launches the "Citywide Coding Plan," subsidizing Zhipu GLM Coding Plan for Hangzhou-based employees, university students in Hangzhou, and enterprises in Shangcheng District. Individual quarterly cards receive a comprehensive subsidy of 44%, and annual cards 51%, equivalent to an annual card being directly discounted to 49% off.

Taking the Pro version as an example, the annual card's original price is 6,456 yuan, and after the subsidy, the actual payment is 3,163.44 yuan; the Lite version drops from 1,416 yuan to 693.84 yuan. Each person can only enjoy it once, choosing between a quarterly card and an annual card, and the subsidy is available while total funds last. Employees need to submit Hangzhou social security proof, and students need to submit a Hangzhou university enrollment report.

Enterprise subsidies are more substantial, but only for enterprises in Shangcheng District, Hangzhou. Team version annual cards receive a comprehensive subsidy of 55%, with a maximum subsidy of 1 million yuan per enterprise in principle, and enterprises that have already purchased team packages can also apply for additional seats.

This is different from ordinary vendor promotions; the official statement directly specifies that the funds come from "government subsidies, enterprise concessions, and market participation." AI Coding tools are beginning to be subsidized by local governments as developer productivity infrastructure.
