China plans to quadruple its AI computing power by 2030.

动察 Beating AI Flash: China's Ministry of Industry and Information Technology (MIIT) released the "15th Five-Year Plan" for the information and communication industry, setting a national intelligent computing power target of 9800 EFLOPS by 2030. According to the latest data from the National Data Administration, as of the end of July, the national intelligent computing scale stood at approximately 2450 EFLOPS (FP16). Based on this metric, the scale needs to expand by about fourfold over the next four-plus years.


The plan also proposes the orderly deployment of intelligent computing clusters with 10,000 or 100,000-plus cards, building inference computing power for various scenarios, and stepping up the adaptation of domestic computing chips. To date, 52 intelligent computing facilities with over 10,000 cards have been established nationwide. MIIT disclosed that the intelligent computing scale reached 2185 EFLOPS by the end of June, up 177% year-on-year.


The plan's table uses 1590 EFLOPS in 2025 as the baseline, targeting 9800 EFLOPS by 2030, equivalent to an expansion of about 6.2 times. During the same period, the cumulative investment target for information infrastructure across the entire information and communication industry is set at 3.8 trillion yuan, a figure that also covers infrastructure such as communication networks, not solely AI computing power.
