BlockBeats News, August 24th. Analyst qinbafrank published an article interpreting the "U.S. Treasury Department May Use Nearly $1 Trillion to Support Expanded Bond Repurchase Plan". The market news stated that U.S. Treasury Secretary Yellen may use funds from the TGA account to repurchase bonds, but the actual available amount is much smaller than the market expected. Since the implementation of the Prudent Cash Balance Policy in 2015, the TGA usually needs to cover the future week's cash needs, including Social Security, Medicare, military expenses, bond interest, and maturing principal. The Treasury Department's analysis submitted to the TBAC in May 2026 showed that based on the actual cash flow in 2024, the average weekly outflow has reached about $595 billion, and it can exceed $1 trillion on specific occasions such as large bond maturities or concentrated end-of-month payments. Currently, the calculated "manageable range" to maintain normal operations for a week is around $700 billion, so the actual available funding in the near term is only about $200 billion, far from the market's expectation of a trillion-dollar level.
More importantly, after this funding is exhausted, the Treasury Department will still need to quickly replenish the TGA through bond issuance, and the process of rebuilding cash buffers will create a new draining effect on market liquidity. Bitcoin has a close relationship with U.S. dollar liquidity. When the TGA decreases, releasing dollar liquidity, it supports risk assets, while TGA replenishment will tighten liquidity again. Therefore, even though short-term TGA expenditures may temporarily benefit the market, the subsequent debt replenishment may instead create pressure. The market should not have overly high expectations for a single instrument.
