Under Senate rules, a regular cloture process requires at least 16 senators to sign the petition. If the Senate submits a cloture petition on August 5th (Wednesday), the earliest related vote could take place on August 7th (Friday). However, this vote would only involve whether to end the debate on the "motion to proceed" regarding the CLARITY Act, not the final passage of the act. If the cloture is invoked, the Senate would still need to: discuss the motion to proceed for up to 30 hours; debate the bill formally; and possibly face another cloture process.
