The settlement criteria for this market are stringent: the federal government must not only act through legislation, issue executive orders, implement export controls, or take other formal actions but must also effectively prevent ordinary U.S. users from accessing at least one major model like DeepSeek, Kimi, Qwen, GLM through regular channels by December 31.
