Meta to Limit Employee AI Use: Internal Watchdog to Monitor, Potential Bill in the Billions by 2026

According to Dynamic Beating monitoring, Meta Platforms plans to control the company's soaring AI costs by limiting employee Token usage. Based on a leaked internal memo, Meta is building a central gateway called AI Gateway to monitor real-time employee AI usage and spending, set budgets, and cap Token consumption. Meta expects internal AI usage alone to cost billions of dollars by 2026.

The quota measures sharply contrast with Meta's previous strong advocacy for AI. In November 2025, Meta notified employees that "AI-driven impact" would be showcased as a core performance metric in 2026 and tied performance bonuses to AI usage rates. The overpromotion led to an employee frenzy of "tokenmaxxing," with an internal leaderboard even briefly displaying usage rankings under a phenomenon known as "Claudeonomics." Before the leaderboard was shut down, employee Token consumption in a 30-day period skyrocketed to 73.7 trillion. Meta's Chief Technology Officer, Andrew Bosworth, later issued a warning emphasizing that simply increasing Token consumption does not equate to output, and employees should use AI tools in scenarios where efficiency can be genuinely enhanced.

To further reduce expenses, Meta has begun shifting the focus of internal AI development towards proprietary tools. The leaked memo reveals that Meta is driving employees to gradually discontinue the use of third-party programming tools like Claude from Anthropic and instead adopt its proprietary programming assistant MetaCode (formerly known as Devmate). Meta's newly established AI Applications Engineering department has been tasked with heavily refining MetaCode by generating programming challenges to produce high-intensity reinforcement learning training data. While Meta still permits employees to access external models, stricter budget and quota approval mechanisms will be implemented in the in-house gateway in the future.

Meta is not the only company facing financial pressure due to overloading from large model usage. In early 2026, companies like Uber and ServiceNow depleted their annual Anthropic quotas within a few months. ServiceNow has implemented daily usage monitoring for employees, and some venture capital firms have begun setting daily consumption limits on internal AI Token usage to curb unchecked compute cost escalation.
