“Democratization” requires that AI key decisions be made through democratic processes and should not be solely determined by AI labs. “Empowerment” emphasizes providing users with as much freedom of use as possible, but leans towards caution in times of uncertainty. “Universal Prosperity” defends OpenAI's recent large-scale purchases of computing power and global data center construction. Altman stated that the goal is to reduce the cost of AI to a level where everyone can afford it, and governments may need to explore new economic models to ensure value sharing. “Resilience” mentions a specific risk scenario: extremely powerful models could lower the barrier to creating new pathogens, requiring a societal-wide response.
Altman reflected on the hesitation to release the GPT-2 weights to the public, stating that in hindsight, it was an overreaction, but it led to the deployment strategy that OpenAI has been using to this day.
