The report stated that during U.S.-Iran negotiations held in Islamabad, Pakistan, the U.S. requested Iran to suspend uranium enrichment activities for 20 years. On the 13th, Iranian officials made a formal response, indicating that they could only agree to a 5-year suspension at most.
The U.S. officials also mentioned that the U.S. had requested Iran to export its highly enriched uranium out of Iran, but Iran insisted on keeping this enriched uranium within its borders. However, Iran proposed a significant "dilution" of this nuclear fuel.
