The Tier 3 developer tool, Arbitrum Orbit, is launched

In addition to the airdrop announcement, Arbitrum has released a development kit for those interested in building a Tier 3 solution on top of Arbitrum: Arbitrum Orbit, which will allow anyone to launch their own L3 on top of the Arbitrum code base.

Arbitrum uses optimistic rollups to batch transactions onto the Tier 1 Ethereum blockchain. A Tier 3 network built on Arbitrum will use a similar rollup to send transactions in bulk to Arbitrum, which will then rollup into Ethereum, which will allow for increased transaction processing at a relatively low cost.

Developers building such Tier 3 networks are granted a permanent license to use and change the Arbitrum source code at will, and developers can create application-specific or generic chains on top of Arbitrum.

This is a bit different from the approach of rival Layer 2 Optimism, which, rather than focusing on Layer 3 Optimism, encourages the creation of many Layer 2 networks based on its code stack that can be linked to each other, Coinbase being one of its first proponents. That said, Arbitrum is open to using its code to support Tier 2 networks. The Arbitrum DAO will be able to vote on whether to support clearing to Ethereum's other Tier 2 chains using Arbitrum. On-chain governance

Prior to Thursday's announcement, Offchain Labs was the only entity responsible for making changes or tweaks to the capacity expansion technology.

If a serious, urgent error is found in the software, Goldfeder said, a 12-member safety board would have emergency powers and at least nine people would need to sign off on any changes.

Although Offchain Labs will relinquish control of Arbitrum, it hopes to continue to play a role in the ecosystem as a service provider. Goldfeder told Fortune Crypto: "The community will have the ability to determine the future of the technology and how it wants to license it.
