On September 27, Tim Beiko, one of ethereum's core developers, announced on Github that ethereum's December network upgrade plan will "delay the difficulty bomb" and not include other content upgrades. The December upgrade will be named Arrow Glacier.
Tim Beiko said that on the conference call, it was suggested that since IP-3860 addressed a potential DoS vector, it might be worth considering network upgrades and difficulty bomb delays in December. After talking to the 4 client teams, the consensus was that the December update should consist only of delayed difficulty bombs and nothing else. Three-quarters of the client teams clearly preferred this outcome (including those most vulnerable to the problems described in IP-3860). During the AllCoreDevs call on October 29, developers will agree to delay the bomb and agree to the December update.
In addition, discussions will be held on which OF the OTHER EIP proposed in the current Shanghai upgrade (whether it will still be called the "Shanghai Upgrade" to be determined) should be implemented in the first upgrade after the merger once the merger is completed.
