The European Union is setting up a new regulatory regime for cryptocurrencies

Dombrovskis said the lack of legal certainty is often cited as a major obstacle to a well-developed cryptoasset market in the EU, and cryptocurrencies would be the first test case. A new cryptocurrency regulatory regime would not only cover unregulated digital assets, but would also consolidate and unify existing standards across the continent.

While some cryptocurrencies, such as secure tokens, are well covered by European law, whole bundles of cryptocurrencies, such as stability COINS, remain completely unregulated. Some eu member states have taken matters into their own hands, undermining eu market integration and making it difficult for companies to operate across the bloc.

Mr Dombrovskis, a former Prime minister of Latvia, did not say much about the future system, although he stressed that it would support and stimulate innovation. The pilot program will allow regulators to provide monitoring and observation space for new experimental solutions, he said.

While Mr Dombrovskis' speech contained few specifics, he said the EU in particular wanted to bring in tougher rules for any project considered a "global stability currency". It is not yet clear what Mr Dombrovskis calls a "global stabilisation currency", but it is clear that it is being used to replace traditional legal tender and to encourage more cross-border transactions.
