He said it is still early days and the attack is still ongoing, so there is a lot of misinformation and speculation. Since the transaction is signed correctly, it is likely that the attacker has gained access to the private key. One possible route is a supply chain attack, in which JS libraries are hacked and a user's private key is compromised (stolen). The affected wallets appear to have been created within the last nine months, but there are also reports of newly created wallets being affected. But stopping the Solana network has no effect at the moment, and the attack will resume when the network is restored.
