BlockBeats news, November 5: Binance submitted a constitutional-level AIP draft on the Arbitrum forum, requesting the unfreezing and return of 8,425.997 ETH and 74,559,805.2 ARB previously frozen by the Security Council to its designated recovery address. These assets were urgently frozen and transferred to a dedicated address by the Arbitrum Security Council on October 30 following an attack on Binance's hot wallet on October 29. The proposal states that unfreezing requires an on-chain atomic operation similar to the one used during the freeze, and no additional funding is requested from the DAO treasury. The process is expected to take approximately seven weeks or more, including forum discussion, a Snapshot sentiment vote, and an on-chain vote.
