CFTC Advisor Explains New 'Crypto Asset Markets' Framework: Platforms Can Voluntarily Join Federal Unified Regulation, Industry Follow-Through Remains to Be Seen

BlockBeats news, October 19 — Michael Passalacqua, Senior Advisor to U.S. Commodity Futures Trading Commission Chairman Mike Selig and head of the Innovation Task Force, introduced that after the Clarity Act stalled, the CFTC is advancing Reg CAM, the "Crypto Asset Market" framework, aimed at providing crypto asset trading platforms with a voluntary option to be included in CFTC-led nationwide unified regulation. The arrangement is mainly targeted at platforms offering leverage, margin, or financing transactions to retail customers, enabling them to escape the patchwork regulatory landscape of state money transmission licenses; pure spot, non-leveraged trading generally remains outside this mandatory framework.

Passalacqua said the goal is to offer an optional federal pathway, but whether the industry considers this an attractive product compliance approach remains undetermined. The relevant rulemaking is currently in the public comment phase.
