In the chapter on promoting the deep integration of the real economy and the digital economy, the "Opinions" explicitly proposed to deeply carry out the manufacturing digital transformation action, implement projects such as "Channeling Computing Resources from the East to the West," intelligent manufacturing, and innovative development of the industrial internet, and build a nationally integrated computing power network and a national blockchain network; improve the systems for determining data property rights ownership, market transactions, and rights and interests distribution, implement pilot demonstration projects for data elements, and build internationally competitive digital industry clusters.

In addition, in the layout of future industries and technologies, the document also mentioned advancing frontier directions such as the "AI+" initiative, embodied intelligence, quantum technology, and brain-computer interfaces, and required expanding "patient capital" to support early-stage, small-scale, and hard-tech investment.
