El Salvador Launches Sivar Remittance App on Base Network: Flat $2 Fee

BlockBeats news, September 29: According to official sources, the Salvadoran government has partnered with Modveon to launch Sivar, a government-backed remittance app. Built on Coinbase's Base network, the app enables Salvadorans to easily send and hold digital dollars, with a focus on cross-border remittances.

Sivar is the first nationwide deployment of Modveon's proprietary "Verification Operating System," integrating identity, community, institutional services, and payments verification into a single trusted app, with core fund flows powered by Coinbase infrastructure. Users can top up transfers directly with a debit card via Coinbase Onramp, and each person receives a non-custodial wallet within the app; peer-to-peer transfers between verified users are driven by Coinbase APIs, with transactions settled in stablecoins on Base, enabling fast, low-cost value transfer. After a transfer is completed, the recipient can cash out at over 1,000 locations nationwide in El Salvador. Regardless of the amount, the fee is a flat $2, making it one of the lowest-cost options for the U.S.-El Salvador corridor.
