Araghchi said the plan would build on a memorandum of understanding reached between the two countries in June this year, but would only be implemented if specific conditions are met. He said, "I think it would be better if this could be completed before the U.S. midterm elections. But that depends on the decision of the U.S. government." Araghchi also said that Iran does not care about the specific timing and is not in a hurry to advance the process.
