According to the central bank's press service, all the aforementioned participants must be included in the corresponding registers. The regulation sets out qualification requirements for members of the management bodies and specific officials of digital custodian institutions, crypto trading platforms, and information system operators, clarifies the list of documents required for access applications, and specifies the procedure for the central bank to decide on including relevant information in the registers.
The document also contains simplified access rules for existing market participants—these institutions will submit documents to apply for digital custodian institution and crypto exchange qualifications. The directive regulates how the central bank maintains the registers, updates data, and publishes registration information on its official website. The relevant regulations have been registered with the Russian Ministry of Justice and will officially take effect on October 5, 2026.
