BlockBeats news, September 17 — The U.S. House Financial Services Committee on Wednesday advanced the American Reserve Modernization Act, aimed at enshrining the Trump administration's "Strategic Bitcoin Reserve" plan into a legal framework. The bill would require the U.S. Treasury to establish and maintain a secure Bitcoin storage system.
The bill also involves establishing reserve mechanisms for other digital assets. An earlier version had proposed increasing Bitcoin holdings over the next 5 years through a "budget-neutral" approach, while the 2026 new version of ARMA eliminates the previous target of purchasing 1 million BTC and proposes placing the government's existing Bitcoin into a strategic reserve for at least 20 years, while requiring regular reserve disclosures and audits.
The bill still needs further consideration by the House and passage by the Senate before it can become law. The Senate has not yet passed a corresponding bill. Trump signed an executive order in 2025 requiring the establishment of a U.S. Strategic Bitcoin Reserve and digital asset reserve, and this legislation aims to further codify the relevant policies into law.
