Trump to Issue $500 Healthcare 'Refunds,' Benefiting Nearly a Million People

Those eligible are primarily consumers who purchased Obamacare insurance through HealthCare.gov, earn roughly more than 4 times the federal poverty line, and do not receive federal subsidies, covering 30 states. The White House says the money is a refund of previously collected but unused federal health insurance marketplace operating fees, arguing that those costs were ultimately borne by consumers.

However, the policy has also sparked controversy. Health policy experts point out that the Biden administration had actually lowered ACA marketplace user fees, and that those fees were not the main reason for this year's sharp premium increases.
