The "Draft for Soliciting Opinions" expands investors from enterprises to domestic enterprises, other organizations, and resident individuals, and clarifies that reinvestment overseas by investors also constitutes outbound investment. In the section on outbound investment regulation, in terms of the classification and regulatory division of outbound investment, approval document procedures, time limits, etc., investors should obtain an outbound investment approval document or filing notification before implementing outbound investment. For resident individuals newly included as investors, the approval authority is the National Development and Reform Commission, and the filing authority is the provincial development and reform department where their household registration or usual residence is located.
