The market widely believes that this upward momentum is not only driven by the expectation of increased liquidity due to the U.S. Treasury's expansion of long-term bond repurchases but also influenced by the SEC's latest proposal of the "Regulation Crypto Assets."
The key highlight of this proposal lies in providing a compliant path for public token financing in the U.S. According to the SEC, Reg Crypto will establish a dedicated issuance framework for investment contracts involving crypto assets, including two registration exemptions: projects can raise a maximum of $5 million over 4 years or $75 million over 12 months with corresponding disclosures. More importantly, the proposal also introduces a conditional safe harbor: crypto assets may move away from the "investment contract" classification once the issuer completes or permanently ceases its key managerial efforts promised in the investment contract.
SEC Chairman Paul Atkins stated that the proposal aims to offer a clear path for crypto entrepreneurs and market participants to fundraise under federal securities laws and reduce the incentives for projects to operate offshore.
The industry's response quickly turned optimistic. Coinbase CEO Brian Armstrong believes that the SEC's advancement in token classification is a long-awaited step toward modernizing the U.S. financial system, and clear rules will help keep innovation within the U.S.
Coinbase's Chief Policy Officer, Faryar Shirzad, put it more bluntly: in the past, crypto builders were asked to "come register," but there was no suitable door for the development of crypto networks, and Reg Crypto is beginning to build that door.
Crypto lawyer Jake Chervinsky also sees this as a significant development. He believes that Reg Crypto will create exemptions for public token sales and provide a safe harbor to move away from the "investment contract" classification, marking an important step for the industry towards regulatory clarity.
Miles Jennings, General Counsel at a16z crypto, stated that this provides a new funding and transparent operational path for blockchain builders while urging Congress to advance the CLARITY Act.
Traders and market KOLs have interpreted the news more from an emotional perspective. Solana Legend stated that if news similar to a "U.S. Legal ICO Safe Harbor" had emerged in 2021, BTC and SOL might have seen a 10% to 15% surge; the relatively muted response now indicates that the market is still in a phase of emotional cleansing in the time dimension.

However, some also caution that this does not mean a return to "ICO free-for-all." Reg Crypto is still in the public comment stage, project funding needs to be disclosed, and the safe harbor depends on the issuer's commitment to completion or permanent cessation. For the market, short-term focus remains on whether BTC can hold above the $69,000 to $70,000 range and whether the rotation between ETH and altcoins can continue; medium-term prospects depend on whether Reg Crypto and the CLARITY Act can together reprice "regulatory headwinds" as a "compliance gateway."
