The US-China AI ​​Battle Enters a Crossroads: US Plans to Force 35 Countries to Choose One Side

The United States established Pax Silica last year, which currently has 25 signatories. The cooperation scope covers AI models, chips, critical minerals, energy, and advanced manufacturing. The US hopes to establish an AI supply chain system composed of allies and partners through this initiative.

The target is evidently the World Artificial Intelligence Cooperation Organization (WAICO) established by China in July. The organization already has 29 founding member countries, while China is also promoting open-weight models, AI training, and cooperation centers in developing countries. Kazakhstan is currently the only known country to have joined both the US and Chinese frameworks simultaneously, and it is also a key mineral source valued by the United States.

If this requirement is eventually implemented, the US-China AI competition will shift from competing for models and chips to competing for countries. In the future, it will become increasingly challenging for some countries to balance receiving US chips, investments, and supply chain cooperation while participating in Chinese open models and AI initiatives.
