The US CLARITY Act Advances, County Sheriff Association Shifts to Neutral Position

BlockBeats News, July 5th, the Major County Sheriffs of America (MCSA) has shifted its position on the "CLARITY Act" from opposition to neutral. The organization stated in a letter to Senate Banking Committee Chairman Tim Scott and Senator Elizabeth Warren that its concerns about Section 604 of the bill have been addressed. Previously, the MCSA had warned that this provision might somewhat weaken law enforcement's ability to combat illicit financial activities related to cryptocurrency.

Section 604 involves the "Blockchain Regulatory Certainty Act" and focuses on limiting the liability of decentralized protocol developers. Supporters argue that developers should not be held liable for user actions, while law enforcement agencies had previously expressed concerns that this provision might create regulatory and enforcement "loopholes," affecting investigations into money laundering, ransomware, drug, and terrorist financing cases.

Despite the shift to a neutral stance, the MCSA still calls for the inclusion of local law enforcement agencies in future revisions to participate in relevant research and coordination mechanisms to enhance the capability to investigate digital asset-related crimes.

Analysts believe that this change has reduced a key obstacle to the advancement of the "CLARITY Act," making it more feasible for the bill to proceed to a vote in the Senate. However, opposition from the banking industry regarding stablecoin yield products and DeFi regulation remains a major point of uncertainty.
