The Iran-US Rapprochement Memorandum has reached a consensus at the negotiator level, pending approval from the two countries' top leaders.

Today, the U.S. media outlet Axios reported in advance that two U.S. officials revealed that U.S.-Iran negotiation representatives have reached an agreement on a 60-day Memorandum of Understanding to extend the ceasefire and initiate talks on the Iran nuclear program; however, Trump has not given final approval and has requested a few days to consider.

The disclosed details of the Memorandum of Understanding include: it will stipulate that the navigation of the Strait of Hormuz will be "unrestricted." This means no tolls will be charged, and no harassment will take place. Iran must clear all mines from the strait within 30 days. At the same time, the U.S. naval blockade will also be lifted, but this process will progress in proportion to the resumption of commercial shipping. The Memorandum of Understanding will include Iran's commitment not to develop nuclear weapons. The Memorandum will also stipulate that during the 60-day negotiation window, the primary negotiation topics will be how to deal with Iran's highly enriched uranium and how to address Iran's uranium enrichment activities. As part of the negotiations, the U.S. is committed to discussing lifting sanctions and unfreezing Iranian funds. The Memorandum of Understanding will also include discussions on establishing a mechanism to help Iran begin receiving goods and humanitarian aid.

However, Israeli media reports later stated that Iranian Supreme Leader Ayatollah Ali Khamenei has not yet approved the Memorandum of Understanding, which may also be one of the reasons why Trump has not agreed. In fact, it is possible that only some kind of consensus has been reached between Iranian Foreign Minister Zarif, Speaker of the Parliament Larijani, U.S. Special Envoy for Middle East Affairs, Brian Hook, and his team, but Iran's real top leadership, the ultimate decision-maker, has not yet said "agreed."

A few minutes ago, U.S. media Fox News confirmed that the U.S. and Iran have indeed reached a preliminary agreement, but the agreement is still pending approval from President Trump, confirming Axios' earlier report.
