$1 billion will be awarded to IBM, chip manufacturer GlobalFoundries will receive $375 million, publicly traded companies including D-Wave Quantum, Rigetti Computing, and Infleqtion will each receive $100 million, and startup company Diraq is expected to receive $38 million.
