The report stated that the U.S. government has responded to the written proposal, rejecting Tehran's plan and "reaffirming its hardline position," especially on the nuclear issue.
Iran's proposal was based on a two-stage negotiation process: the first stage aimed to end all front-line wars. If Iran's conditions were met, the second stage of negotiations on the nuclear issue would be initiated.
