Claude Ends OpenClaw Tug of War: Third-Party Agent Unbanned, Monthly Limit Starting at $20

According to Dynamic Insight monitoring, Anthropic has announced a new Agent SDK billing policy that will take effect from June 15, 2026: Third-party Agent tools such as OpenClaw are once again allowed access to the Claude Subscription Edition, but they must now deduct from a separate "exclusive monthly quota" instead of sharing the regular interaction limit.

This is the final settlement following last month's "ban controversy." In early April this year, Anthropic suddenly blocked the channel through which third-party tools accessed the subscription quotas, citing abuse prevention. The new rule can be seen as a long-term solution: while official access protocols are being "unblocked," a complete physical isolation is enforced in the billing pool.

Under the new rule, Pro users will receive a $20 exclusive quota per month; Max 5x and Advanced Team Edition users will have $100; the flagship Max 20x and Advanced Enterprise Edition can go up to $200. This dedicated amount is strictly for third-party applications, user-built Agent projects, and the `claude -p` backend command. The quota is renewed monthly and is non-transferrable; once depleted, users will have to self-pay at the standard API rate.

Although the company has framed this as "protecting users' daily chat limits from being drained," the developer community sees it as marking the end of the era where high-power-consuming Agents enjoyed the benefits of unlimited usage under subscription plans. The actual cost for heavy users has been indirectly increased.
