The statement mentioned that almost all of Iran's objectives in this war have been achieved, the enemy has "suffered a historic and thorough defeat," and Iran will "continue the struggle until its great achievements are consolidated, establishing a new security and political order in the region." It was also decided to hold negotiations in Islamabad to determine the details and "consolidate the victory through political negotiations within a maximum of 15 days." The statement also stated that Iran rejected all enemy proposals and formulated a ten-point plan, submitted to the United States through Pakistan. The plan emphasized the following key points:

Coordinate with the Iranian armed forces to control passage through the Strait of Hormuz; end the war on all members of the "Axis of Resistance" and put an end to the aggression of the Israeli regime; withdraw all US combat forces from all bases and deployment points in the region; establish a safe transit agreement in the Strait of Hormuz to ensure Iran's dominance; fully compensate Iran for its losses based on the assessment results; lift all primary and secondary sanctions and relevant Security Council resolutions; release all frozen Iranian assets and properties overseas; finally, all these matters should be approved in a binding Security Council resolution.
