Trade law scholars say that following last month's Supreme Court ruling against Trump's use of various tariffs based on the IEEPA, Trump does have the authority to impose a trade embargo. However, he would need to declare a national emergency, citing Spain as an "unusual and extraordinary threat" to the United States.
