U.S. Congressman Thomas Massie stated in a post that "the House has a 72-hour rule that requires bills to be posted online for 72 hours before they can be brought to a vote. However, the Speaker circumvented this rule with a 'manger's amendment,' which was used to rewrite much of the bill and add significant parts on the same night the bill was brought to the Rules Committee for consideration."
"There is another rule in the House that requires at least one day to pass after a bill is modified in the Rules Committee before it can be voted on. Can you believe it? The House actually waived the so-called 'same-day rule' for a vote?! This meant that the final text of the bill was released just minutes before the debate began. The vote on the rule change and the vote on the bill occurred within hours of each other."
