Stage 0: The security committee can fully veto the proof system, with centralized control.
Stage 1: Intervention requires agreement from 6/8 members, with an external membership threshold and limited intervention.
Stage 2: Only intervene in case of verifiable errors, and cannot make arbitrary judgments.
He suggested: As trust in the proof system increases, the transition from Stage 0 to Stage 2 should be made gradually. Stage 0 has the lowest security level and should be avoided for long periods. Rollups should start from at least Stage 1, while emphasizing the audit and maturity building of the proof system.
