BlockBeats News, March 5th, according to TASS, Alexey Yakovlev, Director of the Financial Policy Department of the Russian Ministry of Finance, told reporters that the Ministry of Finance and the Central Bank of Russia are discussing launching organized trading of domestic digital assets within the Experimental Legal Regime (ELR) framework.
Yakovlev revealed during the Asset Management Market Leaders Forum that only participants classified as "super qualified investors" would be able to take part in these trades, and the relevant classification criteria are still being developed. He stated: "We are studying the launch of organized digital asset trading in Russia under an experimental legal regime. This will be targeted at super qualified investors, a new category that is still undefined, which we are in the process of defining."
Yakovlev hopes that this concept "can be realized in the near future" and noted that three conditions need to be met: an experimental regime, super qualified investors, and comprehensive risk control. Once these three conditions are met, the Ministry of Finance will submit a specific proposal to the government.
