The founder of mempool @mononautical posted on social media that "all transactions in this half-empty block were broadcast in the last minute or so."
Therefore, this block may have been mined by a brand new node and accidentally put into production without synchronizing the memory pool.
The last time a similar incident occurred was at block height 827527, about six months ago."
