The 111th Ethereum ACDC meeting discussed the final scope of the Deneb upgrade and three proposals, including EIP-7044.

On June 19th, Christine Kim, Vice President of Galaxy Research, summarized the 111th Ethereum core developer consensus meeting (ACDC) in a post on BlockBeats. The consensus layer team discussed the final scope of the Deneb upgrade, potential changes to validator proof and aggregation deadlines, and a proposal to increase the maximum effective validator balance from 32 ETH to 2048 ETH. First, developers discussed which CL-centered EIPs to include in Deneb. Teku developer Mikhail Kalinin updated EIP-6988, which proposes a code change to prevent slashed validators from being selected by the protocol as block proposers. Developers also discussed EIP-7044, EIP-7045, and EIP-4788 to include in Deneb. Specifically: - EIP-7044 proposes a code change to improve staker experience and ensure that signing validators exit permanently valid. - EIP-7045 proposes a code change to enhance network security by extending the proof slot inclusion range from a rolling window of one epoch to two epochs. This EIP, proposed by Ethereum Foundation researcher Danny Ryan, is undergoing further discussion and final review. - EIP-4788 proposes a code change to improve staker experience by making the root of the public beacon chain block, which contains internal chain state information for DApp developers' trust-minimized access, publicly available. This EIP, proposed by Ethereum Foundation researcher Alex Stokes, has been included in Cancun and Deneb during ACDE #163. Stokes plans to merge the above three EIPs into the Deneb specification in the coming weeks and encourages CL client teams to review them as soon as possible. Meanwhile, the CL client team has agreed to test the increased blob count on the next EIP-4844 testnet, Devnet6, and make a final decision on the matter within two weeks. Ethereum Foundation researcher Michael Neuder proposed removing the 32 ETH staking limit to help reduce the growth of the active validator set. Developers discussed the potential drawbacks of this change and the possibility of combining it with the "start partial and full withdrawals directly from EL" related proposal. In addition, Ethereum core developers held their first coordination call on the Holesky testnet launch, which is expected to replace the existing Goerli testnet by the end of the year. In terms of active validators, its scale is expected to be twice that of the Ethereum mainnet.
